📌 Grama Sabha / Ward Sabha
A Grama Sabha consists of all persons whose names are included in the electoral roll of a village within the territorial jurisdiction of a Grama Panchayat.
👥 Grama Sabha / Ward Sabha Member
A voter of a ward in a village is considered a member of the Grama Sabha of that ward. Likewise, a voter in a municipal ward is a member of the Ward Sabha.
🧑⚖️ Convener
Ward Members are the conveners of Grama Sabhas, and Ward Councillors are the conveners of Ward Sabhas. If a convener is unable to perform their duties, the head of the local self-government institution may appoint a member from a neighboring ward as the convener.
👑 Chairperson
The President of the Grama Panchayat presides over Grama Sabha meetings, while the Municipal Chairperson presides over Ward Sabha meetings. In their absence, the Vice President, Deputy Chairperson, or Convener may preside as applicable.
📢 Conducting Meetings
The responsibility for convening meetings lies with the Ward Member who acts as the Convener.
✅ Quorum
The quorum for a Grama Sabha / Ward Sabha is 10% of the total voters. If the quorum is not met and the meeting is reconvened, the quorum will be 50 members.
📄 Special Meeting
If not less than 10% of the voters in a ward request in writing, a special meeting of the Grama Sabha / Ward Sabha must be convened within 15 days.
🧩 Coordinator
An officer appointed by the Grama Panchayat / Municipality acts as the Coordinator of the Grama Sabha / Ward Sabha and assists the Convener in all related activities.
❓ Questions & Suggestions
Members have the right to submit questions and suggestions related to matters discussed in the Grama Sabha / Ward Sabha either before or during the meeting.
📝 Resolutions
Resolutions on matters within the authority of the Grama Sabha / Ward Sabha may be passed by majority decision during the meeting.
⚙️ Powers & Responsibilities
- Assist in collecting information necessary for preparing development projects.
- Prepare and prioritize proposals for development projects and programs within the Panchayat / Municipality area.
- Provide support, facilities, voluntary service, or financial/material assistance for effective implementation of development projects.
- Suggest locations for installing streetlights, public water taps, wells, sanitation facilities, irrigation systems, and other public amenities.
- Review estimates and expenditure details of works implemented or proposed in the area.
- Monitor and assist beneficiary committees carrying out development programs.
- Collect detailed estimates and information related to works proposed for implementation in the locality.
