History of Grama Panchayat
Mulakulam Grama Panchayat is a village panchayat located in the Kaduthuruthy Block of Vaikom Taluk in Kottayam District, comprising the villages of Mulakulam and Kaduthuruthy. The Panchayat covers an area of approximately 26.15 square kilometers. Its boundaries include Piravom Municipality and Elanji Panchayat to the north, Elanji and Neezhoor Panchayats to the east, Thalayolaparambu and Velloor Panchayats to the west, and Neezhoor and Kaduthuruthy Panchayats to the south.
In 1953, Mulakulam Panchayat began functioning under an elected committee with the name “Village Panchayat”. Before that, an administrative system known as the “Village Union” existed under a nominated structure.
Varghese Mani Puthooran served as the first President of Mulakulam Panchayat. Prior to that, another governing system called the “Half Committee” functioned, with members including Chittilakkattil Kunjuvarkey (President), Valappil Paramupilla, and Tharekkottaram Sankarapilla.
P. M. Markose assumed office as the President of the first Panchayat elected through a democratic process in 1953. Under the election system of that period, voters in each ward were required to cast two votes — one for the general seat and another for the reserved seat.
The regions of Palachuvadu, Namakkuzhi, and Kalampoor, which were once part of Mulakulam Panchayat, were merged with Ernakulam District in 1963 and later included in the Piravom Panchayat.
Mulakulam Panchayat extends across the northwestern region of Kottayam District, an area rich in hills, rivers, and plains. The Panchayat includes regions such as Mulakulam, Thekkekara, Vadakkunnapuzha, Peruva, Kunnappally, Karikkode, Keezhoor, Arunoottimangalam, and Poozhikkol.
Mulakulam Grama Panchayat is blessed with natural beauty, featuring hills, paddy fields, streams, and abundant water resources, making it a geographically rich rural region.
